Zotero 7 on Windows.

File syncing is set to Zotero Storage (institutional unlimited storage).
Attachments exist as items, but many are greyed out on zotero.org and not accessible (PDF not uploaded / not available).

On Device A some PDFs open, others are missing; on Device B it’s the opposite.
No linked-file chain icons; “Convert Linked Files to Stored Files” is disabled/greyed out.
I ran “Reset File Sync History” and then synced (on Device A and Device B).
