Microsoft Word Plug-in Not Appearing

Zotero word add-in isn't loading since Windows 11 Migration, there's no Windows 11 policies blocking add-ins, it's appearing in the list of add-ins, it's enabled but the toolbar isn't appearing in Word Ribbon. The following work has been done:

Full reinstall of the Zotero software
Reinstall of just the add-in
Manually copied the Zotero.dotm to the startup folder

Have following full Zotero page guidance on this issue to no avail.

    If you have modified you or someone else modified Normal.dotm template on your machine, the Zotero tab may fail to appear. You can reset it to default settings by temporarily removing it from its default location.

    - Close Word.
    - Press Windows+R, paste %APPDATA%\Microsoft\Templates into the dialog and click OK. An Explorer window will appear.
    - Rename the Normal.dotm file to Normal.dotm.bak or temporarily move it somewhere else, like your desktop.
    - Restart Word and see if the Zotero tab appears.
