Says other people are editing citations but no one is editing

When I try to edit my citation on my google doc it gives me the error "the document citation is being edited by another user. Please try again later" but there is no one else editing the citations or even on the google doc. I've tried all the fixes recommended by google/chatgpt but nothing is working. Has anyone encountered this problem and how do I fix it?

    Do you have the doc open in multiple windows or on multiple computers?

    No, we made sure no one else had the document open or that it was open in multiple tabs

    Did you figure out how to fix this? I am running into this issue now on two documents.

    Using Zotero 7.0.27 and Chrome, Edge on Windows 11
