Upgrade StorageAndroid Debug ID: D1472498535 "No app found to open web pages or restriction is in place"

whenever I add an item to my library & attempt to open it, I receive this message ""No app found to open web pages or restriction is in place" - I have searched in a million forums and read that this was supposed to be fixed with the latest update, which is even mentioned in the patch notes on the play store, but it is still not working. It is driving me absolutely insane and it is so frustrating. Could anyone please help me out with this?
