WebDAV files sync successfully but are inaccessible on secondary computer

I'm using Google Drive WebDAV to sync Zotero attachments between two PCs.
The PDFs from both computers sync to the same central folder on Google Drive, but Zotero on each PC can only open the files it has synced itself. Files synced from my office PC appear as unavailable on my home PC, and vice versa, even though all files are stored in the same cloud folder.
What could cause this? Why can't each client see the other's files?
