Can't download some PDFs via iOS share sheet

This problem happens on many PDFs, from multiple sites. This is an example, but the pattern is always the same:
1. Start Zotero
2. Navigate to desired collection
3. In Safari, load the page and use the share sheet to send the web page to Zotero
4. The progress bar shows activity for some amount of apparent downloading, but then the PDF icon gets a red X on it.
I can work around the issue by hitting "Save to Zotero" in the dialog, which will save the item without an attachment, then manually saving the PDF from Safari (which always works) and manually attaching it in Zotero.

Can you save this item using the zotero connector on a desktop?
Unfortunately, I don't have access to this article, to reproduce the attachment issue.
