Footnotes and cross-referencing

I am working on a large document that has multiple chapters with section breaks between chapters. I am using Zotero with footnotes for citations (OSCOLA style). Each chapter should be separated in terms of its footnote numbering and cross-referencing. However, I faced an issue when trying to apply the desired citation and cross-referencing format.

I'll give an example to clarify the issue:
Say that I cited a source in chapter 1 under footnote number (10). Then I cited the same source again in chapters 2 and 3. Footnotes in chapter 1 obviously reflect the source exactly as it should be cited (author, title, etc.). However, footnotes for the same cited source in chapters 2 and 3 refer to the footnote in chapter 1 rather than introducing the source fully in those chapters. My goal, however, would be to reintroduce the citation fully again in chapter 2 and in chapter 3—without cross-referencing between chapters
