Add support to import CITATION.CFF

To reference projects which have CITATION.CFF but do not bother with zenodo etc.

And ideally from a URL to avoid need for manual copy. Ideally just by pointing to a github repo where it could check if there is CITATION.cff

That should already be the case, certainly cff is supported.

I know export is, but I don't think import is... will check tomorrow, may be upgrade would help ;-)

We added support for saving from GitHub repos with CITATION.cff files the day after it was added by GitHub in 2021.
