Bug in 8.0.beta-5 and previous: Ctrl + Scroll to zoom on PDF only works AFTER clicking zoom buttons

When viewing a PDF, I can only zoom in and out with mouse scroll wheel *after* clicking the zoom buttons in the top left of the PDF reader. Until then the ctrl+scroll input doesn't do anything.

Win 11 latest beta. Been an issue for a long time, including in a thread from 2024.

Cannot reproduce. Ctrl+scroll directly works in the PDF reader.
