[enhancement] cross-platform URI for annotation-level deep-linking

Many plugins support this, but they are only available for desktop, limiting Zotero's cross-platform functionality.
I believe many would agree a built-in function (on mobile too!) to copy the URI of an annotation, ready to be accessed from a different app when necessary would revolutionize citing, a feature at the heart of Zotero's purpose.

- I thought this would already have been inserted as a feature request [here](https://github.com/zotero/zotero-android/issues) but couldn't really find it, so I posted here to be sure
- How do I format URLs on the forum? Markdown ones ("[]()") don't seem to work here!
- Only workaround I can think of right now (for anyone else interested in this feature) is somehow using the Linux app on Android (to use plugins etc.): it's definitely possible and has been done before (I'll let you know if I can find the link of the post, must have been on GitHub) but that's a tough job!
