I have discovered a possible bug in in-text citation generation for Apa 7 for the category of document "Report". Specifically, if a document has editors, but not authors, it should be the editors names (not the organization) listed in the in-text citation. However, it lists the organization name instead. It's not entirely clear in APA 7's style guide what to do in this situation, but I think it would be expected that the editors be used instead of the organization name if the name of the people who worked on the document are available to cite.
