It's not meaningful. The latest version of the Zotero Connector for Firefox has improved support (pending an upcoming update to the desktop app) for saving PDFs from sites with rigorous anti-bot protections, and one of the technical mechanisms we use for that triggers this additional permissions request. No content is being blocked.
