iOS: add exemption policies for some Reserved IP addresses

@dstillman I think we should add exemption policies for some Reserved IP addresses, such as 100.64.0.0/10. These addresses are used in networking products such as tailscale, and the traffic will not be transmitted in plain text over the Internet. In other words, this should be considered a Local WebDAV Server.
