New Zotero has problems changing settings of plugins

I download translate plugin into my Zotero. There is supposed to appear some plugin settings in setting window, but I cannot find them on my Zotero. Is this a bug or did I missed some important setting steps?

    You probably want to contact the plugin developer directly; that would be an issue with the plugin and you're likely to get better help from them.

    Actually I experienced the same behavior just recently (Windows 11, Zotero7).
    A minute ago plugin settings were all there with 3 plugins installed.
    After closing and reopening Zotero the plugin settings disappeared completely.

    Tried again several times, plugin settings and functionality reappears randomly after closing and reopening Zotero.

    Seems like sometimes plugins won't initialize?
