article can't be edited after the annotation is converted, it works after restarting article

This is what normal work looks like:

The problem arises when I try to convert the colored blocks to underlines, I can no longer edit the article: the editing bar disappears:

the version is 7.0.13 on windows.
it doesn't influence the use but it maybe bug.
