And it works! At least it copies and pastes tags from an item, with my standalone Zotero.

The shortcuts UI in the Zotero Preferences are not working currently, but you may work around this using the advanced Preferences Editor. See my comment in this github ticket https://github.com/wshanks/Zutilo/issues/280#issuecomment-2671353046

Feedback if this works for others is welcome.
