Adding a municipal code to Zotero

Hi,
I want to cite a city ordinance, but when I try to manually add the reference, the choices include "Bill," but not a Municode selection. What am I missing?

    Can you give us an example of how you would like a citation to look like and tell us the style you're using?

    It's for an NIH grant proposal, but it would be something like this:
    Richmond, CA, Municipal Code ยง 10.20 (2023)

    OK, that was the first part of my response, but I see it was not enough info. Here is how it is officially written in the Zotero options:
    National Library of Medicine (grant proposals with PMCID/PMID)
