IEEE requires the style like that and it was a change introduced in 2024. See here for an explanation.
While we'll certainly have different numeric styles that will match what you're requesting, if you're required to use the IEEE then you should stick to our IEEE style implementation.
Thanks for the respond. I am not fixated on this style. I just need a citation style for biology where i can have [] and use them like i described. Do you have a style in mind for this?
