Not syncing PDFs in an accessible way across devices on Zotero desktop

I use Zotero desktop on two Windows computers. I add entries using either computer, read and annotate them for a while, and then try to open it on the other computer later. However, the files sometimes do not seem to sync properly and will not open on the computer that needed to receive them. The first time this happened, the file would open in Zotero as a blank page. The second time, the first page of the PDF was visible but the rest of the pages are black. The annotations seem to be there. In both cases, when I go to the file location and try to open the PDF there, adobe acrobat cannot open it, saying it is either not a supported file type or the file has been damaged (for example, it was sent as an email attachment and wasn't correctly decoded - like what it says in the image below). However, I have been able to see the PDFs properly on the web library.
The first time this had happened, I tried to mess with the sync settings. I tried resetting the file sync history in hopes that Zotero would re-download the "missing" PDF, but this did not solve the issue.

If not, can you provide a Debug ID for doing so?
Thanks for your reply! I went into my local files and deleted the PDF in question. It seemed to not work this time. Here is the debug ID: 2094006597. A pop-up appears that says "Error: could not remove the file at [file path]", which was odd because I was not trying to remove it. Trying to show file with this PDF resulted in a pop-up that says "The attached file could not be found at the following path:
C:\Users\User\Zotero\storage\J962V934\Cottingham et al. - 2005 - Knowing when to draw the line designing more informative ecological experiments.pdf
It may have been moved or deleted outside of Zotero, or, if the file was added on another computer, it may not yet have been synced to or from zotero.org."
I had actually downloaded the PDF with annotations from the web library and added that to the listing such that there were two PDFs associated with the listing. I also tried deleting this PDF from the local disk folder that Zotero created. With this one, trying to open the PDF in Zotero did trigger it to redownload.
