No, the default annotation type — i.e., what you get if you select text and click on a color — is highlighting. You can change it to underlining from the toggle switch in that popup.
No, now the default annotation type of my Zotero is underlined. I have to change to highlight every time. I wonder how to swithch the default type. Thank you.
@shuya.yang: Can you provide screenshots of what you're referring to and a Report ID? Either you're misunderstanding something or something is broken in your installation.

If you change it back to highlighting and do the same, it will still be set to highlighting.
If you're seeing something different, restart in Troubleshooting Mode (Help → "Restart in Troubleshooting Mode…”), which temporarily disables all plugins. If that fixes it, you'll need to identify the plugin that's causing it and then report the problem to the plugin's developer.
@dstillman I was having the same issue as the OP. I couldn't understand why it switched from always highlighting to all of a sudden always underlining. I keep looking for a "setting" to set it as default.
