Can I over-ride Ibid?
Is there any way to force Zotero to repeat the listing of a citation instead of listing Ibid?

For Chicago MOS there is even a style "no ibid" in the repository.
It's not possible, however, to override individual instances of ibid.
You say that it is easy to take out IBID and instead repeat the citation...but "taking out" ibid would mean having to cut and paste the full citation manually. I would have thought that there would be a style with "no ibid" so that the full citations of a repeated source would appear automatically instead of ibid. However, in my list of styles, I have four version of Chicago (but none of them have a "no ibid" version). Moreover, I cannot find any "full citation" form of footnote that does not have a "no ibid" function. I wasn't sure what you meant by "repository" - I assume you mean the list of styles that comes up in MSWORD when you select "Zotero Set Docs Pref".

I did find the repository of CSL styles including a CSM style that had no ibid. Its called Chicago Manual of Style (Note without Bibliography, No Ibid) (Dev).
However, the problem with this version is that the full date does not appear. Instead of IBID I get an abbreviated version of the full citation including source and title.
What I want is a citation style that simply repeats the full citation for each and every source including the author, title, and date for that source.
By your comments, it sounds like I could "take IBID out of a style" but surely there must be some pre-existing style that already has the function of providing a full complete citation for each and every source.

I switched computers and tried to install the style you made for me in january. But it did not work. Is there any way that you could upload the "Always Full Note" style back onto the style repository so that I can just install it directly from preferences?
