I mean after downloading a PDF file I want, I drag it onto Zotero, and it should respond by making the file available in Zotero. That is not happening at all, after dragging there is no action.
That's not how you would normally save things to Zotero — you would generally use the Zotero Connector — but it should work, and it wouldn't have anything to do with Zotero Storage.

Where exactly are you trying to drag? Are you in either the root of My Library or a regular collection you created?

I mean, it's your filesystem — you can just look at it in File Explorer. This error implies that the disk where you're storing your Zotero data directory is full. We can't provide general OS guidance here, so you'll need to resolve this. Again, this is not a problem in Zotero — your OS is telling Zotero that the disk is full.
