Upgrade StorageFile sync errors on both pc and iPad

I've actually tried several times, but finally decided to post about it. Whenever I add a pdf from one machine it is never visible on another. For example, I have the Zotero app for my pc and also for my iPad. If I add a file via pc, I can't view it on iPad. If I add a file from the iPad, I can't view it on pc. I've been having to upload the same document twice just so that I can see it from both machines. This sort of defeats the purpose of being able to sync across devices, doesn't it? Also, I just updated to the newest available version for pc and that still did not fix the problem.
