"Create note from annotations" skips some notes in Zotero 7

When using this command on multiple items, the results do not contain notes that I added myself. It includes only notes created using "add note from annotations" or "extracted annotations." Can it be fixed to include all notes, or am I missing something?

    Do you mean there are Note annotations on PDF pages that aren't included in the "Create note from annotations" result?

    No. There are notes that I created that are not PDF annotations that are not included in the "Create Note from Annotations." Perhaps that is how it is supposed to work? I want to include all notes, both those I made and those from annotations in the results.

    It only includes annotations that are inside PDF (also EPUB and snapshot) files.
