What exactly are you trying to do?

You should be able to, say, drag a Zotero attachment item to a web-based email client like Gmail to add the file as an attachment of the email. But it really depends on the specifics.

Dragging to an external PDF reader won't work. Use right-click → Show File and open/drag the file from there.

Dragging to Gmail should certainly work, and does for me — I just tested with Chrome and Firefox on macOS. If it's not working for you, we'd want to see a Debug ID for an attempt.

Be sure you're doing all testing in Troubleshooting Mode (Help → "Restart in Troubleshooting Mode…”), which temporarily disables all plugins.

What browser are you trying to drag to?

Is either Zotero or your browser set to run as administrator? (They shouldn't be.)

What happens if you just drag to a folder in the filesystem?

I just tested on Windows 11, and I can drag an attachment to an email in Gmail in Chrome.
