Style Request: in-text footnote, on page author-date, APA 7th bibliography

I am looking for a new style, can't find this on the forum until now but may have missed it, apologies if so. Can anyone help point in the right diretion/easily create the CSL file for this?! If so, thanks in advance.
The instructions I have received are as follows:
The referencing style is a variation on the APA 7th Edition. However, the citations will be inserted as footnotes (without parentheses) and not as in-text citations. Footnotes should list references by surname of author, year of publication (and, where appropriate, page reference):
e.g. UN Habitat, 2003, p. 23.
Then a full alphabetical list of references should be included at the end of the draft. Place of publication is no longer required as per the APA 7th Edition.
