Syncing Problems: Half of the PDFs are not downloaded -- D137033001

I run into a problem that some already presented in some posts. But as the linked solution does not help me I made a log and will describe my config and the problem in detail.

What do I want?

--> I want ALL of my attached files to be stored on the MacBook.
My setup:
======
I have the unlimited plan of Zotero.
I have Zotero installed on my MacBook Pro and my iPad.
I do only insert entries and files at my MacBook and use my iPad for only reading and marking. That is why Zotero shows me that on my iPad there are only 19 files locally.
I use ZotFile for renaming the PDFs.
I have installed the Extension for Microsoft Word, but have not used it since today.
How does it look like?

Almost half of the attached PDFs are shown with a fainted symbol, which means, as far as I understood the different posts, that the file is not stored locally. When I double-click on one of these files, it opens and the fainted symbol becomes a "normal" symbol.

What have I done?
============
- I started with resetting the sync history. And used the sync-button manually. --> does not help
- I resetted the sync history again. Restarted Zotero and used the sync-button manually. --> does not help. (tried it more than once)
- To get rid of broken files or duplicates I installed Storage Scanner extension, started it and hit the sync-button manually. --> does not help
- Storage Scanner + resetting sync history + execute Storage Scanner + sync-button --> does not help
- Did the same again and leaving the MacBook run for a night. --> does not solve the problem.
- Have done a log about all the steps. --> As far as I could see in the log (only the beginning) there are no problems diagnosed.
I will send you now the log-file.

(You don't need to email us. All we need is the Debug ID here.)
In any case, there's currently a bug where, when only adding files on one device, files that previously existed locally and now only exist online might not be automatically redownloaded at sync time even after running Reset File Sync History.
If you simply add a file via your iPad or the web library, that should force a download of any missing files on your laptop. (Resetting file sync history in theory should be sufficient, but it's not currently overriding an optimization that skips unnecessary file syncs.)
I will try your suggestion.
