IPAD Zotero did not sync the comment (highlight or drawing) in a pdf file to windows Zotero

As I said in the title, IPAD Zotero did not sync the comment (highlight or drawing) in a PDF file to Windows Zotero.
While the iPad synced the notes I added to the article, the comments inside the PDF file did not sync to Windows Platform Zotero. I already did the "pull down" sync operation in the iPad, and the sync operation in Windows Zotero, but none works. I have subscribed to the Zotero storage, the cloud capacity is not a problem. Thanks.

    Where are you trying to view the annotations on Windows? In the built-in PDF reader in Zotero or in an external PDF reader?

    I usually read and comment on the PDF in Microsoft Edge Browser, or Adobe Acrobat Reader on the Windows Platform, I just checked the annotation in the built-in PDF reader in Windows Zotero, and yes, the annotations show up.
    But that brings new problems. seems the annotation method of built-in PDf Reader in iPad, is not standardized and compatible with Adobe Acrobat Reader. Is there any method to fix this problem? thanks.
