a bunch of file are uploaded even when nothing is new

My laptop uploads >100 files when I sync even though I haven't changed anything on the laptop. All files on the laptop is older than the server

    It's not necessarily actually uploading them, but there still may be a problem. Generate debug output for the sync attempt from the Advanced pane of the Zotero prefs, submit it to the server, and post the Debug ID here.
