Depends on what you want: You can create both citations and bibliography as static text from Zotero proper and copy them into any word processor, but you're just pasting text at that point, i.e. neither the bibliography nor existing citations are updating based on what you add.
And you can use Zotero to write in other formats/tools like LaTeX, (R)Markdown/Quarto etc. if that's your thing.
(I assume you're using "Word plugin" as a catch-all for all word processor add-ons; if you just want to avoid Word, there are plugins for LibreOffice and Google Docs)
