Citations vs. Bibliography

My perferred citation format does not provide the option for "Citation" where the choice is "Note" or "Bibliography". Why does Chicago Manual of Style (full Note) not have an option for a citation? Is the bibliography the same as a Full Note Citation?

    The "Note" is the citation, i.e. the content of the full note. Note is just used to clarify this for, well, note-based citation styles
