"Add Note from Annotations" not working

Report ID: 557641994; I have Surface 6 and Zotero 6.0.27 with Zutilo and Zotfile installed. I cannot collect and save highlighted annotations from PDF files.

In what way exactly isn't it working?
Can you provide a
Debug ID
from Zotero (rather than a Report ID from the Zotero Connector) for trying to do this?

1) Have you tried to disable plugins?
2) Does it happen with all PDF files?
