Can you make a screen recording of this happening, upload it somewhere (Dropbox, Google Drive, etc.), and provide a link here, or email it to support@zotero.org with a link to this thread?
Also, does this only occur with a specific PDF? If so, can you provide a link to the PDF, or send that via email as well?

Unfortunately, this issue still occurs when all plugins are shut down and restarted.
