Why does this keep happening? what is the final way around it please. I have restarted both word and zotero, yet no dice. My windows and word are updated. it is frustrating

If it's working in a new, empty document, see Troubleshooting Errors in Word Processor Documents. And regardless, you should provide a Report ID.
