The site is misconfigured:

https://www.zotero.org/support/kb/incomplete_cert_chain

If you have a connection to the site, you can report it to them and point them to that page (and they can see that the SSL Labs test shows "Chain issues: Incomplete"), but otherwise you'll need to download the PDF in your browser and add it to Zotero manually.
