Libreoffice 6.1.5.2 Could Not Communicate to Zotero 5.0.84 on Ubuntu 14.04
As per the title, I have Libreoffice 6.1.5.2 on Ubuntu 14.04. I have installed Zotero 5.0.84, and the toolbar is being shown in Libreoffice. However, when I attempt to insert a citation, I get "LibreOffice could not communicate with Zotero. Please ensure Zotero is open and set to an online state and try again."
I have uninstalled and reinstalled both Libreoffice and Zotero. Following advice in other discussion topics, I go to the Zotero desktop application and click into Edit->Preferences. In the Preferences screen, I navigate to the Cite tab, and click on the Word Processors heading. The only option displayed is "Use classic Add Citation dialog", which is checked. I was looking for the Libreoffice plugin to make sure it was checked, but it is not there.
Any help would be much appreciated. Thank you.

Does the plugin show up in Tools → Add-ons in Zotero? Is it enabled?
Is this Zotero from the official tarball?
The plugin does not show up in Tools->Add-ons in Zotero.
This is from the official tarball I got from the Zotero website.
You can try creating a new Zotero profile to see if it works there.
If not, I'm afraid I don't have much to suggest other than to try upgrading to a newer version of Ubuntu. No idea if that will fix it, but as I'm sure you know, 14.04 is quite old (2014), and standard support from Canonical ended in April 2019 anyway.
I initially tried Zotero via the software manager where I saw it was only available as a Flatpak, but LibreOffice said this version was not compatible.
When I installed Zotero 6 from its tarball into /opt/, following the wiki instructions, I got the same error as OP, but removing the old Zotero profile in /home/user/.zotero/ and then starting up Zotero again to create a new profile fixed this problem.
Also, it seems that I was needlessly careful in backing up my library, while it was preserved in /home/user/Zotero/storage/.
I don't know what few small web snapshots were previously kept in /home/user/.zotero/zotero/profile.default/storage/default/ but they do not seem to have been necessary and only took up a few MB.
