There will probably never be a general ISBN import working for all documents from all countries: there is simply no universal database for these identifiers (unfortunately). And local databases might not be easily accessible programmatically, if at all.
This problem exists for all countries, not just Canada, but it can usually be easily addressed using Zotero's recommended input method, which is to retrieve the reference from a relevant web page. If you share some ISBN examples, someone can check whether something isn't working right with them (bugs happen), or whether a convenient website exists from where they could be captured, or, finally, a web translator script should be written for an authoritative website that hosts these documents.
Can you please just post one or two of the ISBNs you have tried here, so we can test with the exact same one? Providing a reproducible *example* is part of every helpful error report.
