You said this was about Word, but your error is about Google Docs.
Are you trying to use the plugin on a Word document you've opened directly Google Docs? Because that won't work, and Zotero shouldn't even let you try. (If it does, that's a bug.)
this is the issue: 3) references in a numeric citation style start from 1 instead of from an appropriate higher number, the existing citations in the document may no longer be active fields.

Forget about Google Docs — if this is a Word document, Google Docs is irrelevant. And you can't just move documents between word processors — there's a special step required. But you can't fix a broken document by moving it to another word processor anyway.

You need to calm down, and explain in detail what how you document was created, when and how the issue started, and what you have tried so far. We cannot help you if we don't know these things.
We did the document in google doc. After, we moved to word office to adjust some things. After we sent the docx to reviewer. Now, I got the document back but I?m not able to update any citations.
This is the issue I've in word office. references in a numeric citation style start from 1 instead of from an appropriate higher number, the existing citations in the document may no longer be active fields.
I tried to convert the file word in google doc format but all citations appears unlinked.
So, no way until now to update the biblio and make the corrections.
Unless you used the document transfer steps when originally moving your google doc to Word, all your citations got unlinked at that step. You can go back to that document version prior to transferring it to Word and try to merge it with the updated document you have in Word. Otherwise you will have to manually reinsert all your Zotero citations.
