I have a question. From time to time I create styles that are not in the Zotero library using the Visual CSL Editor (https://editor.citationstyles.org/visualEditor/). Or I make changes to existing styles that are not quite correct or have changed in magazines. I use them in my personal Zotero style collection. However, is there a way to add them to Zotero's public style library?

Of course. I'm just a volunteer that submits these styles like anybody else.
