App Not Syncing

Hi. I've been using a Zotero group for a research project for my small non-profit. I have added 5 people to it and their apps are syncing without a problem.

With Eric, the user I just trained today, we went through usual steps:

1. Created an account at Zotero.org
2. Downloaded Zotero app (he's on a PC) and Zotero Connector for his Firefox browser from Zotero.org
3. Accepted my invite to the group
4. In app preferences he connected to his account and set up syncing

At Zotero.org he can see our Group library. But not in his app. There are no sync errors and Zotero says it synced successfully.

I have not come across this before. What is going wrong?
