Where is bibtex auto update/sync? Where to set the location of the bibtex file?

I have this set up on another computer. I have bibtex installed but can not find ANYWHERE to set the location of the bibtex for automatic export on change? It's like it was removed or is in some obscurve location.

selecting better bibtex on export, the "keep updated" option will not allow me to click it.

It looks like you need to click background updates first. Then you can click that.
