How long have you waited? Word integration on macOS is currently relatively slow, so in a large document it could easily take a while to generate the bibliography.
In any case, that Debug ID is just for Zotero startup. We'd need to see a Debug ID that actually shows the operation in question. But you can also just use View Output in the Debug Output Logging menu to see if it's actually doing something.

The bibliography operation is in process now, and view output just began spitting out lots of text.

If it's opening the Edit Bibliography window, there's already a bibliography in your document. Toggle Word field codes, search for ZOTERO_BIBL, and delete the field completely. Then toggle field codes off and try inserting a bibliography again (only once).
Problem seems to be solved, but the cause is uncertain. Notes below.
