The linked page explains that you need to check that the file is available online. If it's not, the device where you can't access it is totally irrelevant.

From the looks of it, you were at your file storage quota and then upgraded your storage, but you haven't actually synced files from the computer where you added them since upgrading. Until you do that, the files aren't online and you won't be able to access them elsewhere.
