There are a wide variety of legal and policy documents that aren't statutes, cases or report, e.g., regulations, policy statements (for lack of a better term, e.g., a formal position announced by the European Commission).
EU regulations and directives are often implemented as statutes in styles that do implement them (technically they are the equivalent on EU level to national legislation which is represented as statutes, too). The other documents are more difficult. Depending on their type, they’re either formatted more like regulations/directives or differently which might correlate to how reports are formatted. But it really depends on the style.
