Upgrade Storage{{if tags}} always set to be TRUE

I spent a few days playing around the new version of Notes, and I really like it. Thanks for the wonderful work.
Today I find that {{if tags}} is always set to be TRUE even if there is no tags at all. So the Note templates {{if tags}} #{{tags joint=" #"}}{{endif}} would always produce a trailing "#" when there is actually no tags.
