Do you mean you cannot download PDF/HTML attachments? Or are you trying to export actual notes as HTML? Please try to describe what steps you are taking and what outcome do you expect.
Thanks for following up. I'd ideally like to export selected materials info and notes to submit citations and notes for a class. The format would ideally be Word or Google Doc but my professor was able to download this as an HTML which they then converted into PDF.
Citations (and bibliography) can be generated in web library for selected items, there are buttons in the toolbar and you can copy the output to the clipboard and then paste to Word or Google Docs. This workflow is much easier when using Zotero (desktop application) which we always recommend for any serious work.
There is currently no option to export notes in web library (other than copy the content one-by-one), you need Zotero for this. If there is enough demand for it, we will consider adding this as a feature in web library.
