Same file in different groups

Hello
I would like to put files from my library into a public access group that I have created.
Every time I move a file, the record goes through. However, the pdf text does not.
Indicating "Error. Unexpected error".

Public open groups don't allow sharing files (to avoid constant copyright takedowns)-- you should get a better error message, but this might be the problem?

Maybe that's the problem.
So if I create a group of private type, could I make the pdf files available for the members?
