Unable to Refresh Bibliography (you must insert a citation before performing this operation)

I am attempting to change the bibliography format on a manuscript, and get the error message "you must insert a citation before performing this operation." each time I press refresh. Any ideas on how to fix this problem? Appreciate your help!

    That would happen if you don't have active citations in the document. See Existing Citations Not Detected for how to check whether that's the case, and for what you (or someone else who saved the document) might have done wrong if so.
