Problems with changing quotation marks in Chicago 17th ed style

I recently brought my database over to a new computer, and since then I've had issues with Chicago 17th edn full note style. It has changed the double quotation marks to single quotation marks and moved the comma outside the single quotation marks.
e.g.
Deborah Cameron, ‘Language Endangerment and Verbal Hygiene: History, Morality and Politics’, in Discourses of Endangerment: Ideology and Interest in the Defence of Languages, ed. Alexandre Duchêne and Monica Heller (London: Continuum, 2007), 280.
This should be
Deborah Cameron, "Language Endangerment and Verbal Hygiene: History, Morality and Politics," in Discourses of Endangerment: Ideology and Interest in the Defence of Languages, ed. Alexandre Duchêne and Monica Heller (London: Continuum, 2007), 280.
I have tried to click on Document Preferences and select the same style and Refresh but it is not working.
I'd appreciate any assistance, thanks

adamsmithQuotation marks are determined by the locale -- you have yours set to UK English. Set it to US English (in the Document Preferences) for double quotation marks.

avontsI have a similar problem. I use the same style, but my language is Dutch (Nederlands). Single quotation marks are returned, but they should be double.
