Can APA style be adopted for numerical citing? It's alphabetical originally. Should the number of the year be placed in another position in such a case? If a media transforms a popular style, is it ok in terms of the laws?

I am not a lawyer, but my understanding is there is nothing copyrightable about formatting your citations in a certain way. What is copyrightable is the actual text of a publication manual.
